The user can changes the parameters when the pool is Enable/active. However part of the clients will have different configuration. After enabling the user will Disable the pool only before deleting it or keeping its ocnfiguration for later use. In Disable mode the binding information is lost. The user can not activate pool with start-ip-addr or end-ip-addr == 0.0.0.0.
